Haitian Intercoastal Logistics System (HILS)

Sustainable Redevelopment: HANASCO proposes the development of a comprehensive maritime inter-coastal logistics system as a strategy to rebuild Port-au-Prince and for long-term sustainable economic development of Haiti. Limited and inadequate infrastructure has been a perpetual issue plaguing Haiti for decades with roads and bridges washing away virtually every year during hurricane season, and entire cities destroyed during earthquakes. Haiti has 4,160 km of roads with less than 25% paved and more than 80% in a condition considered below average. The lack of an adequate road system leads not only to fuel and routine maintenance costs on trucks, but high repair costs that would be considered unacceptable in all but the most rigorous environments. It costs nearly twice as much to ship a container within Haiti than it does in neighboring Dominican Republic.

  • Develop a permanent transshipment port for transloading containerized and bulk cargo onto the HILS RORO LC fleet from ocean going vessels.  This is single-handedly forecasted  to drastically increase efficiencies and decrease costs throughout the entire Haitian logistics system
  • Expand HILS into national logistics system reaching various coastal locations through Haiti. HILS will be ideally situated post-disaster relief, to efficiently supply greater port-au-prince with the massive amounts of building material needed to rebuild after the earthquake.
  • Rebuild greater Port-au-Prince with supplies and assistance imported through HILS as the final step in pursuing long-term sustainable re-development in Haiti. HANASCO’s international development expertise and on-the ground capabilities in Haiti, creates ideal synergies to develop and implement an overall infrastructure and economic development plan for Haiti.
  • Produce bio-fuels locally as a strategy to establish an affordable, sustainable, and reliable fuel supply for the HILS Fleet and the overall Port-au-Prince rebuilding effort. HANASCO will partner with Jatropha Foundation to accomplish this goal. Jatropha bio-fuel can be produced for less than $2/gallon in Haiti, will work in all diesel generators either pure or as a blend with petroleum diesel, and creates almost two jobs for every 200 gallons of fuel consumed each year.
